Does Gambling on a New Business Make Sense? Low Risk High Potential Returns

Does gambling make sense?  We should know by now that there is no blanket answer for most questions including this one.  Many people try businesses and fail and most super successful people try many businesses, fail a lot, then make it big.  My risk tolerance can manage minimal costs for the potential of great returns, particularly if my participation can influence the outcome.
